a ways to go. there is so much to do but we have accomplished quite a bit. i know former mayor brown, who is not here yet, but he will be dashing in, let him know i said this. if he were the president of the united states we would be the 186th country it ratify cdal i say that because i know he and his history was the very first to sign up our city, it pass the ordinance when he was the mayor, to make sure we were on the road by abiding by those principles and then when i had a chance as director of public works i took up the helm for that department. you know, those years, they were really blue collar attitudes in public works, but we found the women leaders that we could acknowledge and promote and it became an even better agency for that very reason. so i want to again acknowledge that history. we still have a lot to do since our country has yet to ratify these principles. i hope that we will get closer and closer to do that or if not do it now, it is something that i think we've really been embarrassed about as a country not to do this on a national level. but i join you today

d.c. council chair kwame brown. he'll be sentenced in two different courtrooms for two different charges. first brown will learn his fate for a federal bank charge he pled guilty to in june and admitted he lied on applications to obtain bank loans. he faces up to six months in prison. prosecutors are asking the judge to sentence him to just six days in jail because he has been cooperative. brown will also be sentenced in superior court on a misdemeanor campaign violation. he faces up to six months behind bars on that charge as well. >>> four minutes after the hour. today the trial will begin for a bowie state university student charged with murdering her roommate. alexis simpson is accused o stabbing her roommate dominique frazier in september of last year. the two got into an argument over the volume of an ipod. simpson's attorney says she was acting in self-defense and shouldn't be charged with murder. >>> in about five hours, we expect d.c. to announce that more than a dozen schools will be closing for good. schools chancellor khai ya henderson will make the announcement at 8:

morning, everybody. good to be with you. i'm terrell brown. this morning, one of america's highest ranking military leaders has been caught up in the investigation that led to the resignation of cia director david petraeus. general john allen is the top u.s. commander in afghanistan. allen is under investigation by the pentagon for alleged inappropriate communications with jill kelly. she's the tampa, florida, woman, who is said to have received threatening e-mails from petraeus's mistress. a pentagon official says allen and kelly exchanged up to 30,000 communications between 2010 and 2012. it's unclear if they were involved in sexual matters or classified information. allen will remain the u.s. commander in afghanistan for now. but these latest developments only serve to widen the scandal that has gripped the nation's capital since friday. tara mergener is in washington with more. what's the latest there? >> reporter: good morning to you. that's right. another twist in this drama. defense secretary leon panetta ordered a pentagon investigation on monday involving one of the u.s. military'

jerry brown, whose plan to balance the state budget or try to with a 6 billion dollar tax hike was 64% of the vote. it wasn't such a big night of the unions, the greatest defeat perhaps in michigan, 58% of voters rejected a measure to put collective bargaining in the confusi constitution. connell, you covered the michigan results. that's a big union state. what happened? >> boy, paul, this is a huge defeat for the unions in michigan, no question about it. basically the voters looked at this and they said they weren't willing to be union's guinea pig for the plan to get their interest written in state constitutions as to way to end run any reforms that states my try like what happened in wisconsin. what's interesting about the michigan numbers looking at them though, the no vote on pop significance proposition 2, the union initiative, got about 500,000 more votes than president obama did in the state and even more votes than mitt romney. and what that tells us is that the moderates and democratic support for the unions and their interests in michigan may be weakening, that's something

d.c. council chairman kwame brown stays out of trouble, he won'tspend time in jail for a campaign finance violation. a judge sentenced him to 30 days in jail but suspended the sentence. earlier in the day a federal judge sentenced brown to one day in custody followed by six months of home detention for lying on loan applications. he also has to complete 480 hours of community service. brown admitted to both those crimes in june. >>> two jurisdictions and two unexplained murders. now, the teen suspect accused of being that killer is locked up. chad as an adult. our ken molestina is live in charles county where authorities made the big announcement today. kenny? >> reporter: yeah, they did, derek. this is one of those investigations out here that's beginning to take all kinds of strange turns that show you we're talking about. this is the 17-year-old suspect, joshua mebane. authorities say he's responsible for killing a 40- year-old woman out here and critically injuring her husband in nearby. but this teen is locked up in the district and 30 mis away from here, because d.c. police
